Chapter 3: Human Development
Introduction
Chapter 3 is subtitled "People and possibilities in the age of AI". It asks whether growth and development are the same thing and shows that they are not. It then presents human development as the book frames it: enlarging people's choices so that they can lead long, healthy, meaningful lives. It explains the pillars, approaches and measurement of human development, and how countries compare internationally.
Key Concepts
1. Growth and Development
2. Mahbub-ul-Haq and Amartya Sen
3. Three Key Areas
Leading a long and healthy life, gaining knowledge, and having enough means for a decent life are the most important aspects. So health, education and access to resources are the key areas. Lack of capability in these areas limits choices. An uneducated child cannot choose to be a doctor; a poor person cannot choose medical treatment.
4. The Four Pillars
5. Approaches to Human Development (Table 3.1)
6. Measuring Human Development
Human Development Index (HDI)
Human Poverty Index (HPI)
Bhutan is the only country to officially proclaim Gross National Happiness (GNH) as its measure of progress. Material progress cannot come at the cost of happiness.
7. International Comparisons

💡 Key Learning Points
- ✓Distinguish growth (quantitative, value neutral) from development (qualitative, value positive).
- ✓Explain the contributions of Mahbub-ul-Haq (HDI, 1990) and Amartya Sen (freedom, capability).
- ✓Describe the four pillars of human development: equity, sustainability, productivity and empowerment.
- ✓Compare the income, welfare, basic needs and capability approaches.
- ✓Explain how HDI and HPI are measured and interpret the HDR 2025 categories and India's position.
👨🏫 Teaching Tips
- →Open with the city example (one lakh to two lakh without new facilities) and ask students to produce their own growth-without-development cases.
- →Build a four-pillar diagram on the board, with a textbook example under each pillar.
- →Use a table-free comparison: students write the four approaches on cards and argue which one treats people as active agents.
- →Show how HDI is built: three dimensions, each weighted 1/3, with a score from 0 to 1. Compare 0.983 and 0.268.
- →Discuss the Sri Lanka and Kerala examples to break the link between income and human development.
- →Connect the chapter to Beti Bachao Beti Padhao and the vegetable-vendor activity to make equity concrete.
- →Update students on India's HDR 2025 figures (rank 130, HDI 0.685) and ask what would raise them.
📋 Assessment Questions
- Can the student define growth and development and give the city example?
- Can the student name the three key areas and four pillars of human development?
- Can the student identify the proposer of each approach (ILO for basic needs, Sen for capability)?
- Can the student state the HDI indicators and the HDR 2025 category thresholds?
- Can the student explain why HPI is often more revealing than HDI?
