Chapter 6: Tertiary and Quaternary Activities
Introduction
When you visit a doctor, learn from a teacher or consult a lawyer, you use services: special skills provided in exchange for payment. Tertiary activities form the service sector. Their output is measured indirectly through wages and salaries, and they produce commercial services rather than tangible goods. In the early stages of development most people work in the primary sector. In a developed economy the majority work in tertiary activities. The key difference from secondary activities is that services rely on specialised skills, experience and knowledge rather than on machinery and factory processes.
Key Concepts
1. Types of Tertiary Activities
Tertiary activities include trade, transport, communication and services.
Trade and commerce is the buying and selling of items produced elsewhere, for profit.
Retail trading sells goods directly to consumers.
Wholesale trading is bulk business through intermediary merchants and supply houses. Wholesalers often extend credit, so retailers may operate largely on the wholesaler's capital.
Transport is an organised industry that satisfies the basic need of mobility.
Communication
Services
2. People Engaged in Tertiary Activities
Most people today are service workers. The share is higher in more developed countries, and the trend in services is rising while primary and secondary employment stays the same or falls.
3. Tourism
Tourism is travel for recreation rather than business. It is the world's single largest tertiary activity in total registered jobs (250 million) and total revenue (40 per cent of total GDP).
Medical tourism combines medical treatment with international tourism.
4. Quaternary Activities
Quaternary activities cover the collection, production and dissemination of information, centred on research and development. Over half of all workers in developed economies are in the "Knowledge Sector". Examples are mutual fund managers, tax consultants, software developers, statisticians, and people in schools, universities, hospitals and brokerage firms. They can be outsourced and are not tied to resources.
5. Quinary Activities
Quinary activities are the highest level of decision and policy making: the creation, re-arrangement and interpretation of ideas. They are called "gold collar" professions: senior executives, government officials, research scientists, and financial and legal consultants. Their importance far outweighs their numbers.
6. Outsourcing
7. The Digital Divide
ICT benefits are unevenly distributed. Developed countries have surged ahead and developing countries lag behind. Divides also exist within countries such as India and Russia, where metropolitan centres are better connected than peripheral rural areas.
