Summary: International Organisations

Introduction

After the collapse of the Soviet Union, there were calls to restructure international organisations to meet new challenges, including the rise of US power. This chapter explains why international organisations are needed, how the United Nations (UN) evolved, the debate on reforming the UN Security Council, India's position, and whether the UN can play a role in a world dominated by one superpower. It also introduces other organisations — the IMF, World Bank, WTO, IAEA — and NGOs such as Amnesty International and Human Rights Watch.

1. Why International Organisations?

  • They help with matters of war and peace: countries can discuss contentious issues and find peaceful solutions. As Shashi Tharoor put it, quoting Churchill, "jaw-jaw is better than war-war".
  • An international organisation is not a super-state; it is created by and responds to states.
  • Some problems — eradicating diseases, global warming — can only be tackled together. Organisations provide information, mechanisms, rules and a bureaucracy so members trust that costs and benefits will be shared fairly and agreements honoured.

    • 2. Evolution of the UN

  • The First World War led to the League of Nations, which could not prevent the Second World War (1939–45). The UN was founded as its successor.
  • The Charter was signed on 26 June 1945 by 50 nations (Poland signed later, making 51 founding members); the UN was founded on 24 October 1945 (UN Day). India joined on 30 October 1945.
  • Objective: prevent international conflict and facilitate cooperation, including social and economic development.
  • By 2011 the UN had 193 member states. In the General Assembly every member has one vote. The Security Council has five permanent members — the US, Russia, the UK, France and China — chosen as the most powerful victors after the war, and ten non-permanent members elected for two years who cannot be re-elected immediately.
  • The Secretary-General is the UN's most visible figure. António Guterres of Portugal is the ninth Secretary-General, since 1 January 2017.
  • Agencies include WHO, UNDP, UNHRC, UNHCR, UNICEF and UNESCO.

    • 3. The Veto

  • Permanent members enjoy permanency and the veto: any one permanent member's negative vote can stall a decision even if all others vote for it.
  • Many see the veto as against democracy and sovereign equality, but permanent members are unlikely to agree to abolish it, and without it great powers might lose interest in the UN.

    • 4. Reform after the Cold War

  • Two kinds of reform: of structures and processes, and of the issues within the UN's jurisdiction.
  • World realities had changed: the Soviet Union collapsed, the US became strongest, China and India were rising, many new states joined, and new challenges (genocide, civil war, terrorism, nuclear proliferation, climate change, epidemics) arose.
  • In 1992 a General Assembly resolution complained that the Security Council no longer represents contemporary realities, reflects only Western values and lacks equitable representation. On 1 January 1997 Kofi Annan initiated an inquiry into reform.
  • Proposed criteria for new members: a major economic power, a major military power, a substantial budget contributor, a big nation by population, respect for democracy and human rights, and making the Council more representative of the world's diversity. Each criterion raises difficult questions.
  • 2005 World Summit decisions: a Peacebuilding Commission; accepting the international community's responsibility when governments fail to protect citizens from atrocities; a Human Rights Council (operational since 19 June 2006); agreement on development goals; condemnation of terrorism; a Democracy Fund; and winding up the Trusteeship Council.

    • 5. India and UN Reforms

  • The Security Council was expanded from 11 to 15 in 1965, with no change in permanent members, while the General Assembly grew. India argues this harms the Council's representative character; developing countries, now the majority, should shape its decisions.
  • India supports more permanent and non-permanent members and wants development at the centre of the UN's agenda.
  • India's claims: the most populous country, the world's largest democracy, participation in virtually all UN initiatives, a long peacekeeping role, economic emergence, and regular financial contributions.
  • Objections: Pakistan's reluctance, concern about India's nuclear weapons, fears that India's difficulties with Pakistan would make it ineffective, and the problem of then accommodating Brazil, Germany, Japan or South Africa; some want Africa and South America represented first.

    • 6. The UN in a Unipolar World

  • US power is hard to check: it is the only superpower; the largest contributor to the UN; the UN is located on US territory; many US nationals work in the bureaucracy; it has the veto and a big say in choosing the Secretary-General.
  • Still, the UN brings the US and the rest of the world into discussion and provides a space where US policies can be argued against and compromises shaped. The book concludes the UN is imperfect, but without it the world would be worse off.

    • 7. Other Organisations

  • IMF: oversees international financial institutions; 190 members (2024) with unequal votes — G-7 members hold 41.29%, the US alone 16.52%.
  • World Bank (1944): loans and grants for development in poorer countries; criticised for stringent conditions and forcing free-market reforms.
  • WTO (1995): successor to GATT; sets rules for global trade; 164 members (2016); developing countries complain of non-transparent procedures.
  • IAEA (1957): implements Eisenhower's "Atoms for Peace"; promotes peaceful nuclear use and inspects facilities.
  • Amnesty International and Human Rights Watch: NGOs doing research and advocacy on human rights; HRW helped campaigns to ban landmines, stop child soldiers and establish the International Criminal Court.

  • Critics call the UN a "talking shop"; supporters see it as indispensable and humanity's great hope for peace.
  • Some want the UN to focus on peace and security; others on development and humanitarian work.
