Chapter 12: Grassroots Democracy – Part 3: Local Government in Urban Areas
The Big Questions
"I desire that … a full-fledged local body should be immediately formed, … so that people may know really what is an administration …" — Rustom K. Sidhwa, Member, Constituent Assembly (13 October 1949)
Introduction
Good governance aims to empower citizens so they actively take part at every level: rural, regional, urban, State and national. This is participatory democracy. Cities are more complex and diverse than villages, so urban governance is more complex too. The chapter covers only its basic principles.
The Municipal Corporation of Greater Mumbai (originally the Bombay Municipal Corporation) was created in 1865.

The Full Picture (Fig. 12.2)
The pyramid of Indian governance has the Union Government at the top, the State Government below it, and local government at the base. Local government has two sides:
Urban Local Bodies
Functions of Urban Local Bodies
Citizens Have Duties Too
In a participatory democracy, the local bodies can work well only if citizens care for their area. For example:
India's Oldest Municipal Body
The Madras Corporation (now the Greater Chennai Corporation) was established on 29 September 1688, making it the oldest municipal institution in India. The East India Company's charter of the previous year made Fort St. George and all territory within 16 km of it a corporation. A Parliamentary Act of 1792 gave it power to levy municipal taxes.

💡 Key Learning Points
- ✓Urban local bodies are decentralised local governments in towns and cities, part of India's participatory democracy.
- ✓Cities are divided into wards; ward committees organise activities like health camps and report problems like leaks and blocked drains.
- ✓Urban bodies handle infrastructure, garbage, burial grounds, local taxes and fines, and checking government schemes.
- ✓Population decides the body: Municipal Corporation (above 10 lakh), Municipal Council or Nagar Palika (1–10 lakh), Nagar Panchayat (smaller).
- ✓Citizens have duties such as waste segregation and reporting leaks; the Madras Corporation (1688) is India's oldest municipal body.
👨🏫 Teaching Tips
- →Draw the full Fig. 12.2 pyramid with the rural side on the left and the urban side on the right, and ask students to spot similarities and differences.
- →Show a local ward map (from the municipal website) and help students find their own ward.
- →Use the Indore services chart to sort services into free and paid, and discuss how cities raise money.
- →Have two students read the Sameer–Anita dialogue aloud, then discuss 'everyone's voice matters'.
- →Run a 'citizen duty pledge': each student lists three actions, such as segregating waste, reporting leaks and not littering.
- →Build a table classifying nearby cities as Municipal Corporation, Municipal Council or Nagar Panchayat using population data.
- →Role-play reporting a water leak to a ward committee or helpline.
