Chapter 4: New Beginnings: Cities and States
The Big Questions
"The kingdom shall be protected by fortifying the capital and the towns at the frontiers … It should not depend [only on] rain for water. It should have good roads and waterways. It should have a productive economy …" — Kauṭilya, Arthaśhāstra
Introduction: From the First to the Second Urbanisation
In the early 2nd millennium BCE, the Indus / Harappan / Sindhu-Sarasvatī civilisation — India's 'First Urbanisation' — disintegrated. Cities were abandoned or became villages; big buildings, busy markets, specialised crafts, writing, sanitation and administration disappeared. For about a thousand years, urban life was largely absent.
Then, in the 1st millennium BCE, a new phase of city-building began in the Ganga plains, parts of the Indus basin and nearby regions, spreading to other parts of the Subcontinent. This is India's 'Second Urbanisation' — which has continued right up to today!
How do we know? From two kinds of sources:
Key Concepts
1. Janapadas and mahājanapadas
Janapada = 'where the people (jana) have set foot (pada)', i.e., settled down.
2. Early democratic traditions
3. New technologies
4. The varṇa–jāti system
Complex societies divide into groups by occupation or other criteria, which can lead to inequality. Indian society had a two-fold system:

Our Gram Sabhas and elected assemblies echo the sabhā and samiti; many ancient capitals are modern cities; trade routes became highways. The question of equality raised by the varṇa–jāti system is still important today.

💡 Key Learning Points
- ✓After the Harappan 'First Urbanisation' declined, a 'Second Urbanisation' began in the Ganga plains in the 1st millennium BCE.
- ✓Clan territories (janapadas) merged into 16 mahājanapadas by the 8th–7th century BCE; Magadha, Kosala, Vatsa and Avanti were the most powerful.
- ✓Most mahājanapadas were monarchies, but Vajji and Malla were gaṇas/sanghas where the assembly chose the rājā — early republics.
- ✓Iron tools and weapons and the first silver punch-marked coins supported farming, warfare and trade.
- ✓Society was organised by varṇa and jāti; flexible earlier, the system later became rigid and caused inequality.
👨🏫 Teaching Tips
- →Begin with the Kauṭilya quote: students list what a good kingdom needs and compare with their own town.
- →Use a Venn diagram or yes/no chart to compare the First and Second Urbanisation, as the book suggests.
- →Role-play a gaṇa assembly choosing a rājā by discussion and vote, then contrast it with hereditary succession.
- →Show pictures of punch-marked coins and ask why trade needed a common medium.
- →On an outline map, draw the Uttarapatha and Dakṣhiṇapatha routes and mark Kauśhāmbī and Rājagṛiha.
- →Handle the varṇa–jāti section sensitively: focus on the book's points about early flexibility, later rigidity and the value of equality.
- →Make a class timeline from 1900 BCE to 300 BCE with the key events.
