Chapter 8: Building Blocks in Economics: The Problem of Choice
The Big Questions
Introduction
Snacks now or shoes later? Five library copies for 20 readers? Sugarcane or millets? Highways or hospitals? These are economic choices that individuals, enterprises and governments make every day.
Some things are needs (food, water, shelter); others are wants (gadgets, vacations). Human wants are unlimited and keep changing — bicycle → motorbike → car.
Key Concepts
1. Choices and Limited Resources
Resources — natural (water, coal) or human-made (capital, technology) — are limited and have alternative uses. Steel, for example, can go into medical equipment, aircraft or refrigerators.
Opportunity cost — the value of the next best alternative given up when a choice is made.
Production Possibility Curve (PPC): A farmer can grow barley or wheat:
Plotted, these make a downward-sloping curve. Moving from A to E, more barley means less wheat. Every point on the PPC shows maximum output using resources efficiently.
Worked example: each extra 25 kg of barley costs 10 kg of wheat (A→B), then 20 kg (B→C), 30 kg (C→D) and 40 kg (D→E). The opportunity cost of barley rises as more is grown.
2. What Does Economics Deal With?
Economics comes from the Greek oikonomia — oikos ('household') + nemein ('management'): household management. It studies how choices are made to optimise limited resources to satisfy needs and wants, and how consumers, producers, governments and financial institutions interact.
Good decisions need data, not guesswork. Economists work in policymaking, business consulting, research and education, and finance.
Economic Survey of India — an annual report prepared by the Ministry of Finance and presented in Parliament before the Union Budget. It reviews the economy's performance and acts as a blueprint for the Budget.
3. Key Questions in Economics
Unlimited wants + limited resources → scarcity → choices:
- Labour-intensive — more workers, fewer machines (agriculture, handicrafts)
- Capital-intensive — more machines and technology (steel, automobiles)
- The choice depends on the cost of capital and labour, available technology, the nature of the product (designer clothes need skilled labour; mass-produced garments suit machines), and laws and incentives.
4. Economic Systems
Public goods — available to everyone without exclusion; one person's use does not stop others (parks, roads, police, streetlights, basic education).
India's journey: After Independence India followed a more state-led, planned approach with licences and a dominant public sector. Facing serious difficulties, it began major reforms in 1991 — fewer regulations, more private enterprise, global trade and investment — moving towards a market-oriented system while keeping an important role for government.

💡 Key Learning Points
- ✓Wants are unlimited but resources are limited and have alternative uses, so every choice has an opportunity cost.
- ✓The Production Possibility Curve shows the trade-off between two goods; in the book's example the opportunity cost of barley rises from 10 to 40 kg of wheat per 25 kg.
- ✓Economics (from oikonomia, 'household management') studies how limited resources are allocated, using data such as the Economic Survey.
- ✓Every economy must answer what to produce, how to produce and for whom to produce.
- ✓Planned, market and mixed economies answer these questions differently; India moved from a state-led system to a more market-oriented mixed economy after 1991.
👨🏫 Teaching Tips
- →Start with the pocket-money dilemma and let students name the opportunity cost of each choice.
- →Have students plot the barley–wheat PPC on graph paper and calculate the wheat given up at each step.
- →Bring pictures of steel products (surgical tools, aircraft, fridges) to show alternative uses.
- →Run a 'for whom to produce' shoe-design activity for four customer groups.
- →Debate: should a garment factory use machines or workers? Use the factors in the book.
- →Role-play the football-referee analogy for a market economy.
- →Show the Economic Survey website and pick one chart to discuss.
📋 Assessment Questions
- Can the student define scarcity and opportunity cost with a personal example?
- Can the student read the PPC table and calculate the opportunity cost between two points?
- Can the student explain the three central economic questions with the book's examples?
- Can the student distinguish planned, market and mixed economies with examples?
- Can the student explain why India introduced reforms in 1991?
