Chapter 11: Grassroots Democracy – Part 2: Local Government in Rural Areas
The Big Questions
"The real India lives in its villages." — M.K. Gandhi
Introduction
India is huge and diverse. It has about 600,000 villages, 8,000 towns and over 4,000 cities, and more than 1.4 billion people, almost two-thirds of whom live in rural areas. How do we govern such a complex society?
Take Lakshmanpur, a small village in the foothills of the Himalayas, with 200 houses and about 700 people, mostly farmers who also rear cows or goats. Its needs include water for the fields, repairing a road damaged by rain and maintaining the primary school. There may also be disputes, such as over land or stolen crops. Villagers cannot run to the State or national capital for every such issue, so local government is needed.
Key Concepts
The Panchayati Raj System
Every village in India, like Lakshmanpur, has a Panchayat, meaning a village council. Panchayats:
The Three-Tier System (Fig. 11.1)
The system works at three levels, from the bottom up:
Together they cover almost everything in the district: agriculture, housing, roads, water resources, education, health care, social welfare and cultural activities.
Gram Sabha and Gram Panchayat

Panchayat Samiti and Zila Parishad
An Ancient Parallel: the Arthaśhāstra
Kauṭilya (Chāṇakya) wrote the Arthaśhāstra about 2,300 years ago. It proposed:
This is a layered structure much like today's.

💡 Key Learning Points
- ✓Panchayati Raj is India's system of rural self-government that brings governance close to the people.
- ✓It has three tiers: Gram Panchayat (village), Panchayat Samiti (block) and Zila Parishad (district).
- ✓The Gram Sabha (all adult voters) directly elects the Gram Panchayat, headed by a Sarpanch or Pradhan, helped by a Panchayat Secretary and Patwari.
- ✓One-third of seats are reserved for women, and special rules help disadvantaged sections be heard; children participate through Bal Sabhas and Bal Panchayats.
- ✓Real examples — Hiware Bazar, Tarangfal, Khankhandvi, Sangkhu Radhu Khandu — show how local leaders transform villages.
👨🏫 Teaching Tips
- →Draw the three-tier pyramid (Fig. 11.1) and let students place cut-out labels with all the alternative names for each tier.
- →Hold a mock Gram Sabha: the class elects a Sarpanch and discusses a real village problem such as water or a damaged road.
- →Tell the Hiware Bazar story with before-and-after pictures to show what local leadership can achieve.
- →Use the three exemplary Sarpanchs to discuss inclusion — transgender, tribal and women leaders.
- →Invite a local Panchayat member, or show a video interview; students prepare a questionnaire in groups beforehand.
- →Compare Kauṭilya's 10/100/400/800-village structure with today's tiers on a two-column chart.
- →Have students write a formal letter to the Sarpanch about roadside plastic bags.
📋 Assessment Questions
- Can the student name the three tiers of Panchayati Raj in order and give their other names?
- Can the student explain the difference between the Gram Sabha and the Gram Panchayat?
- Can the student describe the roles of the Sarpanch, Panchayat Secretary and Patwari?
- Can the student explain why one-third of seats are reserved for women and why disadvantaged sections need special attention?
- Can the student suggest how a village problem could be solved through Panchayati Raj institutions?
