What is the rule for adding and subtracting integers?

Same signs: add and keep the sign. Different signs: subtract and take the sign of the bigger number. To subtract, add the opposite: a − (−b) = a + b.

Is 0 a positive or a negative integer?

Neither — 0 is an integer that is neither positive nor negative.
